It is necessary because software-based data wiping cannot guarantee complete data removal on all device types, produces no physical evidence of destruction, and does not satisfy the evidenced disposal requirements of UK GDPR and sector-specific information security standards.

Data wiping overwrites storage media with new data to make the original unreadable. Physical destruction renders the device itself irrecoverable — it cannot be read, reassembled, or recovered regardless of the method used. For GDPR compliance and regulatory audit purposes, physical destruction with a certificate of destruction provides stronger evidence of compliant disposal than data wiping alone.
